Surely you can't put a true value on them until their respective club careers are over? For example, Lukaku could get twenty goals season for the next four years and then leave for free whereas Studge's injury record contninues but still gets double figures each time before some crazy ****er comes in and pays £30m for him. Lukaku's cost (excluding wages which will probably be similar) would have been £28m whereas Studge would have been -£18m, a clear winning in the 'most valuable' stakes.
