The trouble is that it would have to start at the very bottom tier to work up, which would take several years I think.

 

And would have to replace a current team at some point, which would cause massive problems to the english football system

Which is annoying. Because this sort of system would actually boost the England international side as the best English talents will get to play at a higher level in their youth.
