The question is given the ruling from the panel that he has to show majority support amongst the supporters and a strong and compelling business case can they risk looking stupid by voting for the name change without better evidence? The decision of the panel raises the bar he has to jump over and leaves the FA open to legal action if they fail to make him jump over it.
