I've seen this before. It's from an admissions test for schools in Hong Kong. If anybody is still struggling, don't look at it mathematically.
It is mathematical! It has to be either a trick question, or a mathematical progression of numbers. Being a progression, logically you work through the options and pretty quickly it should come up if you think laterally about what's being shown. It is a question about not making assumptions about what you are apparently being lead to see.
