If he had a gun, I'm glad they shot him. Stick that in your corn cob pipe and smoke it. We'll never know, but someone will probably live a long life instead of being shot now (probably another ne'er do well sadly).
If you're going to use such a facile argument, you could equally argue that Mr Duggan might have shot someone who would have otherwise gone on to suffer from depresion, become an airline pilot and take the plane and all the passengers out - he could have actually saved 250 lives.
Or Duggan could have cleaned up his act, got educated, become an airline pilot and had a faultless career never once killing 250 poeple. Sadly we'll never know.
