sounds excellent news to me. he's going to resubmit the same shoddy and underwhelming application to a body that has already said it's rubbish and he expects more than a sixth of the council to change its mind in his favour? i suspect the margin of defeat will be wider next time round.

He has to get a majority of supporters to say yes in a ballot as well. But first he has to accept the panel's decision which he hasn't done as he's claiming the application should be heard "as is". He didn't get a majority when he threatened to leave so I doubt he'll get one now.
