It could be because there's plenty of specifics in the allegation which can be proved or disproved quickly. Let's say, if she say's it's happened in a hotel, won't take long for Police to gather that sort of evidence.

To make an arrest for USI the police must have reasonable grounds to suspect, in the current climate they will be more likely to believe the victim. I'm afraid if this gets to trial its very serious.
