I'd say never changed. That said, every club has its share or minority morons etc. I wonder if they'd have been brave enough to say it on the streets of Naples etc.
Scariest football experience being in the Matthew Harding end with the Chelsea supporters. Few racially abusing their own players which was pretty shocking.
That happens in the East - not chanted but comments are common (some loud) when (this season) referring to Wilfried, Dyer, Gomis and Barrow. Similar comments about Black and Muslim players from other teams. I think the current political climate has emboldened the seething racism that underlies some people's existence. Complaint to stewards has only resulted in one person being asked to 'calm down'. Liberty doesn't want to know either, when I asked to move my ST I was told it would be impossible but if I produced proof they would look into the complaint. Not excusing the Chelsea 'fans', what they did was a hateful act of bullying by a gang of cowards.

I agree Kwame. I'd have paid to see what would have happened had the guy doing the filming been a 6 feet 5 black guy with four of his mates behind him. I suspect those morons would have been very quiet very suddenly.
It's more of a case of society has plenty of this scum, and unfortunately they attach themselves to football clubs.
The trouble is, the rise of ISIS will only influence an increase in such scummish behaviour, especially among 16-24 year olds.
It may have some effect but it's more likely that the rise of UKIP (and similar in Europe) has made open racism acceptable - while the party is careful not to promote such attitudes explicitly, many of their supporters believe they do.
It was "horrible",in fact quite sickening. However,the Black male should have seen sense,and stepped back after having been refused entry. Their existence is far more complicated than a bunch of mindless racist thugs on a train. ISIS are driven by an evil political ideology of which the West funded decades ago.
How about we throw Chelsea out of the Champions League. Those 'fans' would be nicely ensconced within our country and hopefully caught by our authorities at one of our football stadiums before being thrown in our prisons so they aren't a problem for anyone else.
