I've never heard it before today, but like the rest I'd say it's got to be a derogatory way of referring to an Irish person from the whole potato famine thing. It's not really saying there's anything wrong with eating them anymore than calling the French frogs is saying there's anything wrong with eating frogs legs, or that calling the Germans krauts means there's anything wrong with eating sauerkraut.
