It doesn't state any specifics in the FA rules, it just says they have 'complete discretion' as to how they arrive at their final decision. Premier League rules specifically state that fans need to be consulted on such matters, but not the FA.
I think his argument is that the FA didn't consult fans on previous applications and they set the precedent. The fact those previous applications were rejected at very early stages in the process seems to have passed him by.
There haven't been any similar applications. The ones that have been referred to are not the same as his ridiculous idea.
They were name change applications. The reasons for the change may be disimilar, but they were an application for the self and same thing...well, they wanted a different name like, but you know what I mean.
