If a band formed in Goole played all their gigs in Hull, then they probably would be called a Hull band. And Wigan is closer to Manchester than Scunthorpe is to Hull(just).

Prestwich is Manchester if you ask me. Mark E Smith knows that, he just wants to reject every trend he possibly can, and the 'Madchester' scene was one he especially tried to escape. They're Manchester, just the black sheep of Manchester music... I'm massively late on the take up with this band, only just delved right in, but they're pretty much the only thing I'm listening to at the moment. I cannot describe how much I love them, how different to everyone...everything they are, and how compelling I find them. Plus Mark E Smith, when on form, is hilarious. Some great interviews out there.
