For those complaining about the severity of the fine, if you read up on the FIFA rules, the rules for this state that the offending club will be fined 100k swiss francs, which is £71k. The FA might not be consistent with their punishments, but you can't say that FIFA aren't.

Go look up the rule of third party ownership and see when it was enacted, then look at the dates of the Tevez affair and ask yourself how come there's a years difference with the rule being the later. The previous highest fine for the contravention of third party influence, the fore runner rule which West Ham were actually charged with, was £20,000, no points deductions or other punishments at all. That rule has been changed because nearly every loan between EPL clubs also contravened the rule, Man Utd not letting Tim Howard play against the whilst he was at Everton was third parrty influence. As to the elligibility, unlucky, there is nothing that makes him ineligible, Senegal were told he would be out for UPTO 6 weeks, and decided not to take him, he came back just after 4.
