Harper isn't stalling, he hasn't been offered anything and the story wasn't from the HDM, it was some made up ****e from the Sunday People.
He is stalling, the only reason we haven't offered him a contract is because he doesn't know if he is going to retire or not, I'm sure he said in an interview a few months back that he would decide his future after his birthday, whenever that is.
