Please don't take anything I say too seriously, I'm no expert! But I imagine they will have to set up and staff a Mayor's Development Corporation for the project, send out specifications for what they want (may have these already), invite tenders, evaluate tenders, award contracts and embark on the legal process of securing the land. How much depend on the HS2 development decisions and when these are taken I'm not sure. If that doesn't happen I guess the whole project has a question mark, though the area is a dump and needs developing even without HS2. None of this sounds speedy to me, but it will be quicker than doing it through 3 Local Authorities.
Somehow I think Boris will be naturally drawn to dealing with international business tycoons like Mittal and Fernandes rather than a second hand car dealer, even if it is the biggest in the world. But I'm sure due diligence will be followed.

On the topic of developing LR. I seem to remember a structural engineer on here saying that in order to build up you also need a certain amount of room to build out too.
There was certainly more room available back in 1928. Interesting when we moved from Park Royal to Loftus Road that we brought a grandstand with us. Chances are Boris won't be there in 5 or 6 months time as he plans to stand as an MP again, ready to position himself for a shot at the Tory leadership.
He's said he'll serve out his term as Mayor to May 2016 even if elected an MP. I'd agree he might not be 100% focussed on it though, even as a West London MP where he'd have an obvious constituency interest in the development. It is hard to imagine him being Mayor, an MP and leader of the Tories.
So basically Tony has about 5-6 months to get this in motion, mainly getting the compulsory purchase order (even if Cargiant challenges it in court, just having it in place would be key).
Reading up on it, it sounds like its going to be full steam ahead quite quickly for the management company. Boris is in place until 2016. If he gets elected as an MP he'll do both roles for a year. Hopefully that's enough time for Tony to get the deal done and signed up.

Ultimately having a nice new stadium would look a little silly with us in the championship, but ultimately the stadium will make money for the owners regardless of what division we are in. The project as a whole will make billions. So I'm sure it will go ahead regardless of our position.
No mate, in earlier discussions at a high level, it was stated that we need to be in the Prem for this to work for us as we wish. i didnht ask why that was but just rest asssured it was way up the food chain.

What is not clear, from what you say, is whether relegation this season (with subsequent promotion again) would put a serious dent in these plans or whether it would be an inconvenience which is what Fernandes' line has been previously. Assuming that relegation is to be avoided at all costs for the plans to steam ahead, I am very surprised we are not setting our sights higher than Defoe, Crouch etc. It looks like it is going to be a busy January for Harry.
