If his tribunal is set at any more than £3m, factor in his wage demands, signing on fee and agent fees and you're looking possibly £15m over 4 years, he's not got the stats to convince a chairman to commit that kind of money to him.
I think its a panel but as that article (from the daily fail) suggests the panel must take into account things like previous transfer fee's - if Palace were willing to pay 1.5mil for half a season what is his value over say 4 seasons which must bump the fee up.
