See if a defender clears a ball and a striker commits to nothing but the ball it's always a yellow card. IMO that's identical. Fletcher got the ball and the keeper cleaned out fletcher. Not a red card but definitely a penalty

Had no contact been made it would have been a goal kick, I think that's what the ref has based his decision on.
No he can't. If the ball is out he gives a goal kick. He cannot give anything once the ball is dead I.e. If there is a push by a defender before a corner is taken, he cannot give a penalty unless it happens when the ball is in play.
