I'm sure Chelsea planned to give Liverpool several months to figure out how to eke out more money. That would be monumentally bad transfer negotiation and much worse than any leaks that Arry's done about being in talks with a player.
It is income, but as we presumably pay corporation tax on profits and we don't make any profits, I wouldn't worry about the tax. No VAT on transfers within the EU.
