Would Fredericks be eligible to play if we were able to recall him? He's 22 now I think so wouldn't he have needed to have been registered? EDIT: Just checked Wiki, he's 22 in 3 days.

The only thing that I find slightly weird is the cutoff point for U21 players. It's completely out of sync with the season, for some reason. Each team can register up to 25 players. 8 of those slots are reserved for homegrown players. U21 players don't contribute to the number and clubs can have as many of them as they want. That's pretty much it.
It has to be out of sync with the Premier League season for one simple reason: the Premier League is out of sync with numerous leagues across the world, such as MLS, the whole of South America, the whole of Scandanavia, so tying the U21 rule to Western European leagues would be grossly unfair.
No, it wouldn't. Just apply the timeframe to each league. There's no reason to have a universal definition for something that's already specific to each country.
