I do think wenger is trying to give wilshere the chance to really develop this season but he doesn't have a natural fit in the team as he is a jack of all trades whereas Ramsey/ozil are better suited to the cm and am spot.
When Walcott is fit again surely wilshere will find himself out of the team though. No chance ozil is getting dropped.

Why are we spending over 30 million on a world class player who has been our best attacking player so far and not playing him in a game like today? I hope it's not to give him some breathing time because of that stupid Capitol One Cup game he should've never started in the first place.
This decision MAKES NO SENSE unless Sanchez is slightly injured, the guy has scored in his last 4 appearances, why leave him out? And if he's carrying a small knock, then all the more stupid to have played him in that useless cup game in mid-week, as I said, no need to play key players for the cup.
Sanchez has scored goals, but he is also very careless on the ball and turns it over, a lot. That just invites us to get countered. I think Wenger wants him sharpen up that aspect of the game. Personally, I would have played him because I think we can deal with Spurs and their counters because they are no Dortmund, but I am not surprised that Wenger dropped Sanchez.
