As in not jumping or moving along the line whilst the penalty is being taken, regardless of whether they jump up and down beforehand, they must not move their feet until the ball is kicked.
It doesn't mention any of that, they are allowed to move side to side or jump etc and have been for a fair few years

Yep. Keepers are allowed to stand wherever they like on the line, they don't have to stand still so long as they remain on the line and their feet do not have to be touching the line (ie they could be jumping). However, keepers ALWAYS come off their line. The ruling for this is keepers are allowed to dive forwards but must remain on the line prior to the taker kicking the ball. We often see keepers taking one or two steps forward during the players run up and referees very rarely pick up on it. Of course, if the penalty is scored then why would it be? the keeper didn't gain an advantage. Since more penalties are scored than not, we're only talking about a small proportion of penalties where the referee should pull the keepers up on leaving their line. Of course, the stuttered run also as rules attached. The player is not allowed to stop moving during their run up. They may slow down and speed up but they must not stop. Mario gets very close to stopping but never actually stops.

Seems you're in the minority here... It used to be that keepers had to remain still on the line but it got changed about five years ago

I'm sure a few on here will remember Bobby Robsons Ipswich side of the late 70's/early 80's. The keeper was Paul Cooper and he went through a period when facing penalties where he would position himself off centre. This would encourage the penalty taker to go for the larger gap,but if I remember correctly Coopers record during this period was respectable.It made the taker think twice. Can't find any of them on Youtube
i thought penalties were only invented with diving? what did guys in the 70s do to give pens away... decapitation, valentines' day massacres, calling the ref a nasty nigel?
it was a mans sport back then, on par with rugby for how rough it could get, now days football has gone the complete opposite and just as well be a girls game with all the pre madonas we have now days.
