don't see why not, you see in other forms of sport players coming out of retirement and carry on again, so why should football be any dif? should be until you decide to quit, or your country feels they no longer need your services, for anyone else to get involved is wrong, unless it brings the game into disrepute, which this doesn't, then fair enough.
If you retire the manager shouldn't pick you, that's if he has any respect at all for the player. For Example - Gerrard has now retired, unless he decides to come out of retirement (very unlikely) then Roy won't pick him.

The association clubs are businesses that employ footballers, who have careers, and it is the clubs' and footballers' (for better or worse) who have the say on whether they want to represent their country and for how long. He could always protest play. If he's forced to be picked and play he could just stand on the pitch and do **** all, they wont be picking him again after that.
