I'm not sure how much they think a marquee, some bar staff and a dj cost, but I suspect it's rather less than the £10-15k they could easily take in beer sales.
Surely this is all just a consequence of the terrible relationship between the club and the council ? Both are to blame

After the post-match events in Lokeren, the plod would probably scupper any ideas about having them wander avoid the city centre anyway. With the clubs current position of not mentioning the word 'Hull' if they can avoid it, and thereby missing out on lots of possible publicity, is it any wonder the Council are loath to do anything football related?
Can't the supporters groups arrange something? Even if they only hand out maps to indicate where the pubs are with a good range of beers.
Not really practical for private enterprise to arrange the necessary licenses and use of council land, unless it was the club and they obviously don't like dealing with the council.

Why does it have to be on Council land? An existing license holder would be in the same position as the Council.

Such a pity, seems the council can find £8.5k to redecorate two offices for Mandleson and Bottomley but not spend a few grand which they could recoup easily with sales of beer. How very short sighted of them all. City of culture? City of petty squabbles more like.
Realistically, it should be something in the city centre, or in West Park, just doing it in a pub isn't really the same.
The marina or those cafe bars near sugarmill would have been a perfect location for the tents don't the bar owners lease that land anyway
That's a good idea, the land is already theirs to use, just need a few tents and an outside bar, job done.

I didn't particularly mean in a pub, I've questioned a few times on the practicalities of getting an additional 1500 in Admiral, it's why I put license holder.
