Yes. A country that does not recognize the sovereignty of another should not be allowed to host an international sporting event like this. It is also widely suspected that they provided the arms that brought down a civilian airliner. It's unfathomable to think that The Netherlands, USA, Germany, England and any other country who lost citizens in this act of terrorism would attend a World Cup in Russia.
Right here's a conspiracy theory for you - a couple of years ago before "the vote", Blatter wanted the 2022 WC to go to the States - however he realised that they would not win. Therefore he allowed Qatar to win knowing that their "air conditioned solution" would never work and would fall apart under closer inspection. The Qatar option would then be thrown out and a re-vote ordered. This would give the States time to be much further forward in footballing terms (which they are).
