Granted, although he has picked up a couple of reds in his career. One difference is that Balotelli's history is more off-field, whereas Suarez was purely onfield. That said, Mario's off-field exploits were more fun/stupid than anything particularly problematic (except perhaps the infighting). Not sure I'd call him a steal, but if he turns out good and fulfils his potential then 16 million will look a bargain. I just see so much risk involved though.
You'd hope so. When would they have met him though? Surely you'd want to meet him in person at some point just to size him up.
