I obviously can't speak for your own personal feelings, but objectively, your argument is flawed/incomplete as you only look at positive neutrality and not at negative neutrality (for want of better terms) from local rivalry. You would expect an Everton fan (again, speaking generally and not necessarily you personally) to be more against Liverpool than Man U due to the local rivalry and hence not neutral, same as generally speaking, Liverpool fans are probably not neutral between Everton and Man City, Tottenham fans are not neutral between Arsenal and, say, Chelsea, and Sundrland fans are not neutral between Newcastle and, say, Hull.
Correct, although Liverpool is more complicated that the other examples because I think a lot of Liverpool fans have a positive bias for Everton so long as they are not a threat to us whereas none of the others would ever have a positive bias
