I've only seen him have one game where he's made me think 'holy ****' and that was the 3-1 win against Chelsea in the Champions League when he was at Napoli. He doesn't seem that impressive yet he scores ****ing loads. Similar to Diego Costa.
Did you not see his goal scoring cross for Suarez in the World Cup v England? He put that on a plate for Suarez taking out almost the entire England defence. The cross was equal to the goal in my opinion - a great talent.
Granted, he still had to accurately get the ball up, over and down over a short distance - 12 yards? Still quality though.

That's debatable though, you wouldn't get 12m for any of your other players, let alone any of your strikers. Just my opinion like.
