I essentially agree, but not for medical reasons. Kids should be developing close ball control with their feet, focusing on speed, passing, touch and so on. The ball should rarely go above knee height. Small pitches, small goals, fewer players on a team. Heading should be developed later as a separate skill.
The old leather footballs when I was at green huts school use to get heavier as the game went on in wet weather. Heading one was like heading a brick at times. Explains a lot in my case Bet there not as heavy as a wet leather ball from the late 60's PLT
The official weight has only ever changed once, in the 1930s and that was to make it heavier. The old ones used to soak up water but it didn't rain every day then same as it doesn't now.
