I think the problem is Cellino is offering minimal wages but high incentive bonuses and to do that there has to be a realistic chance of earning them bonuses if that is the case then players and agents most definitely are looking at the infrastructure.

When I was in Vietnam on a cycling holiday last year it was pretty common for people in the remote villages to take photos of Westeners or ask for photos with you and so on so we got used to it. One day we noticed a guy taking pretending to take group photos but actually pretty zoomed in photos of some of the lycra clad girls in our group. Despite the language barrier a couple of us had a quiet word with him and got our point across and the photos deleted

Incredible, absolutely amazing place. Pretty sure Halong Bay is the best place I've visited in the world (Cheap as hell too, decent local beer was about 11p a pint. Only time you'll catch a PhD student buying rounds for 10 other people )
