Can he? after Schumacher v Hamilton at Monza they put that sort of thing in the 'not allowed to do' pile, I think they should penalise them both, Alonso for the double move and Vettel for exceeding track limits, they get the punishment and we can still watch them race, with som eadded slower cars in front of them.
