Sounds to me, like he is waiting to see how the board spend the money before deciding. Just how I've read it.
Depends, didn't he just say it was his intention to play in the biggest occasions in his career. In which case he might've told them he intends to play at the top level and in the UCL, but perhaps not immediately and he's not willing to force it this summer. Who knows. Sounds like it's open and dependent on how Koeman gels the team and what Morgan sees and hears.
