Cooling break. Interesting they keep the clock running and then add the time on at the end, probably scared that stopping the clock would make the move to real time football more easy.
No time outs, just have 60 minutes of play and stop the clock when the ball is out of play to prevent time wasting tactics.
Wouldn't surprise me if those "cooling breaks" became more popular and those 3 minutes then cut to advert breaks to earn yet more money for Fifa/tv companies I don't understand why refs don't stop the clock during the stoppages for free kicks/goal kicks/subs etc then there would be no arguments about how much time is added on and you just play until you get to 45minutes dead. Then there is none of this waiting until the corner is taken and see what happens and then blow right after its cleared either. Not sure how that wasn't a pen for Holland either. I did think at first view the guy that slid in won the ball but it actually came off Robben's heel as he slid in.
