Technically Wenger > Arsenal + fans on the matter of Cesc because the decision lies with him. Same goes for nearly every manager in football. As for most fans wanting Cesc, weight of numbers ≠ the best decision.
And if fans had their way over the last few years, we'd have got rid of RVP, Theo and Ramsey and had Moyes or Fat Sam as manager.
