Naming the 23 man squad with reserves was out of order IMO. Why not just pick a squad and cut it to 23 come the actual deadline? Let the players have something to play for. Although it will be great experience for the likes of Flanno and Stokes, how **** is it for the likes of Carrick and Carroll? "So lads, you've not quite made it but come along and join in so we can laugh at you"

International football is about making the best of what you have, using tactics to maximise the return from the players at your disposal. It is also a great platform for managers to learn and progress into domestic management; aka Mark Hughes, Gary Speed, etc
Nope, we usually name a thirty man squad. People guess at who is a reserve but its not normally announced until the deadline and then those players go home. there is no false hope.

World Cups are played every four years almost immediately after the English season finishes, many players carry knocks and minor injuries into the tournament. Ferguson would never have allowed Rooney to play in a tournament with a serious injury whether it was the World Cup or a 5 a side competition.
