Why do you assume that ? I remember him as a player and when he first took an assistant role with the national side at the 98 world cup. He's had a number of club sides since then, with various degrees of success. He won the double with Ajax in his early days there and just this season took Feyenoord to second place in the Dutch league. He's a solid manager and I think he'll do well at Southampton.
