If his clause is 100mil prem and 70mil foreign then i can't see any english team going for him, if it was at 70mil i can see a few teams being interested but with FFP i can't see any english club entertaining the idea of splashing 100mil on a player who isnt CR7 or Messi. Of the Foreign teams Real, Barca, Bayern, PSG and Monacco could all afford 70mil without too much difficulty. All those teams on top of very good finances have squads of players who could be sold to make room for Suarez and fetch a good amount of the fee. For example Sanchez, Di Maria, Benzema, Cavani, Martinez etc have all been linked with big money moves this summer. Really i can only see Real, Barca or PSG going in for him though. Theres always the possibility of an approach from one of the Italian teams, maybe Juventus? Can't see it happening tbh.
If he had a 70mil clause and we had tied up all our other transfer business without spending much i could imagine us looking into the possibility of making a bid. At 100mil there is no chance of Arsenal or any other prem team (unless City go insane and stick the middle finger up at FFP) going in for him. Despite Suarez being a very good player that is the sort of money that can rebuild a squad!
Would you have a whip round for the other pound? The £70m and £100m figures are the release clause amounts but that doesn't mean he has tog o for that amount. Can't see FSG letting him go cheaper but then, I can't see us turning down £80m from someone either.
If he has a clause at 70mil and rumours are already around that he does then if anyone is serious about getting him they'll put in a 70mil bid to test the waters and see if the clause exists. If that clause is in his contract there is no chance you'll get more than that amount for him. Look how easy it was to find out the other clause existed when Suarez wanted a move... Oh and Wenger likes to put in the final +£1 himself

Well then I take my hat off to you. You obviously can fathom your way through the opaqueness that surrounds both Barca's and Real's financial statements. PSG are already under the watchful eye of UEFA. That leaves Bayern and Monaco. As neither have previously been suitors of Suarez whilst he has been with us then I will treat their real interest as an outside bet - though not impossible.
Man City is the only club with a chance in England IMO. He would get a pay increase but, as of this summer (increment in his contract reportedly), he will be on £200k per week at Liverpool so he wouldn't stand to get too much more unless they offered him Rooneyesque amounts. As for trophies, I guess that comes down to the individual; win things by joining a already successful club vs helping a club achieve a win.

You think Suarez is a better player than Costa - I think the whole footballing world (except you) know that Suarez is a better player than Costa. He won't be going to another PL club, it's either us or Madrid.
