It's complex. On the one hand it is shocking that 1 million people have to rely on them but, as you very rightly say, it's also good that some form of help is available. The alternative would be to not do anything and pretty much just starve them to death.
The Mirror's 'Crying Child' is actually from Los Angeles... it's a good old fashioned mopefest over a blunt statistic that isn't in any sort of context. Has anybody even checked to see if two out of every hundred people who really can't afford food - or is it people like Jonno who are just looking for a bargain?
