Based on what I've done on Prediction Leagues in the past, nearest to an attendance figure (1 game or several combined) is a good way to have a tiebreaker. The sheer size of the range it can swing over means it's so unlikely for the actual attendance to end up dead between 2 people's predictions that it's almost negligible.
