Webb is either one of the worst refs in world football or hes bent, there is no way a ref could make that many blatant mistakes. His background as a policeman makes a lot of people think he is bent and who could blame them.
Webb's a line tower. He does exactly what he's told to do by his bosses. He's as bent as a fiddler's elbow. Typical example of yes man for the job not best man for the job. He's done his bit to "protect" the PL brand over the years. His decisions have affected where the title went some seasons imo
