If the bags came from banks they where bags given into the bank the public. No bank (i can't speak for building societies) can give out money that is not approved Bank of England money, i.e money that is not guaranteed to be forged. I.e when money is put into a banks ATM that is money delivered to them they can't just use money that they are given by customers. Same with coins they can't them go and give them coins out, or they shouldn't. I've got no doubt they do but they shouldn't. Most of them are in a fair bit of trouble for it. I know this as i work in banking and my branch was the worst at giving out approved Bank of England money, affected us hugely.
I don't understand what you mean. Are you saying that banks have two drawers? One for money received and one for money to give out? I see money getting put in one drawer and change taken out of the same drawer. How will they know which has been paid in by customers and which has been put there for customers?

I regularly pick up bags of change for work....often a few hundred pounds, and very often the staff make up bags from the change in their drawers rather than going into the safe to collect fresh bags of coin. When I worked in a local pub & we got forged banknotes probably half were given to the customer in their pension from the post office, many of our regulars came straight from collecting their pension to spend it with us
Apparently it's to be called the Manchester City, as it's got value in England but useless in Europe.
