    It seems complicated shaks. Something to do with dual citizenship. As a us citizen he doesn't owe anything but as Italian or cagliarian ar whatever he may owe the tax. He believes one thing, the taxman believes the opposite

    He'll be the cleanest bloody owner there is in the Football League.

    Think there's two types of fit and proper persons tests:
    1) The standard fit and proper persons test. Where it doesn't ****ing matter what's wrong with you and therefore you can take over any club regardless of how dodgy and illegal you are. This can also be passed in a matter of days.
    2) The Leeds United fit and proper persons test.
    Where the Football League actually undertake a real test and more. Checking to see if prospective owner has actually been breathing in the right manner in the last 10 years or more. This option may be dragged on for up to four months and thus allows the club to be held back as much as possible, causing unrest among fans, players, managers so that said Football League gets to keep their jewel for at least another season and not lose them to the Premier League.
