The answer to your question is No. Would any driver who is capable of or expects to win races/championships look at what the best decission for his career is? That is a Yes.
Not in the short term. Red Bull will recover, it's only a question of when. If he has a dud car for a couple of seasons he might get restless, but I can't see that happening.

No, considering the public only last season were demanding him to leave Red Bull to "prove himself in another team" Vettel has the high ground on this matter as the vocal people are now saying he has to stay now with Red Bull to show "loyalty... Anybody who wants Vettel to suffer in a **** car is only after the benefit of him being out of the way for their favourite driver winning instead. At least he stayed during this period like Hamilton did back in 2009, I mean the guy did just win the world title again so RBR do deserve some faith in getting back up to that level in at least a season to prove it. As an F1 fan it would be good see what Vettel can do in a non dominant car but after what Red Bull has done for him I would expect him to show some loyalty taking the rough with the smooth. To answer your question I don't think he would jump, and he should remember it is not Red Bull but the powertrain provided by Renault that is the main issue and once they can get over the problems Red Bull will come again they may have to play catch up but as we have seen when it come to pushing and developing a car throughout an f1 season Red Bull are the number ones. Twist or stick, I bet on Vettel sticking.
Vettel could have moved from Red Bull after 2009 and 2010 when reliability was still an issue for the team and he could have thought Ferrari or McLaren would have been better long term prospects. History shows he made the right decision. Definitely not a quitter.
I don't think he'll quit but I can see him leaving eventually, if he wins a championship with Red Bull in this new era then maybe he'll consider a change.
