I think it could be because Wenger has actually been there long enough to accumulate so many red cards. These red cards have come with a few trophies too in the past. How many did Viera get? I'd have had Viera in my team any day and welcomed his red cards in the process.
Sometimes there is a place for a cunning dismissal, so you have to look at it in context. For example a professional foul in the 80th minute when you are 2-0 up might be the better choice than conceding and keeping a full 11. It would be interesting to see how many of the 'invincibles' reds were deemed silly sending offs and how many you could say were a decent/half decent decision. Clearly none of them in that season cost much in terms of points.
I really surprised to see that Henry only received the one red card during his Arsenal career. He was such a dirty player.
