Think you're misreading it. He has winners losers and then the rest are neither winners or losers and that's the group we are in. I think we're more winners with 3 very reasonable signings.

They didn't need Mata and have much more pressing needs. I guess the author is calling Mata a losing situation and the buys a winning one and the result is all square. i think longterm we'll be winners from these dealings though.
Any team with Juan Mata in it is a winner. Especially one which leaves the defending to defenders, attacking to attackers, and the strikers score most of the goals. As happens also at Man City. Far from a panic buy, unfortunately for everyone else ,it is clear that Mata is just the start of a rebuild happening at Man U. Add to that the proposed additions to Man City for next year, and the job gets harder and harder.
Let's be positive CP. All the papers, for what it is worth, are saying that the transfer window shows that Jose has a clear plan for Chelsea for the future while Moyes is embarking on panic buys. I am positive, we will be competitive for sure, but so will City and Man U, and Arsenal in my opinion. Anyone silly enough to write off Man U needs their head read, they have not been the most successful team in the PL by being stupid. Matas' sale and purchase was no spur of the moment thing, Jose had him gone in his mind almost from day 1 despite everything else he said. As we mentioned before, only judge him by what he does. First offer........ gone. As for Moyes, he only had to wait for the moment, it came, and bingo, bought. No one believes this all happened overnight, it was on the cards for some time. There may still be some other deal attached to it, we will have to wait and see. But Mata and Utd are the winners in my book, he is with a team that sets out with players encouraged to use their ability, not conformed by dogma. We might be as successful, but Mata is in the right place.
Ideally the dealings in this window will not be assessed until the end of next season. Salah likely to be a benchwarmer, Zouma not even here and the only purchase we can judge over the next 6 months is Matic. Who most of us agree is a good buy already, as he improves our team. Hopefully Salah can give us something positive this season, but more likely next season is the year he has to deliver.
We don't need a striker who's tall IMO. Just one who can take chances, a lot of our crosses go right across the face of goal because we don't have anybody there to put them in. Somebody with that strikers instinct we need, don't have to be tall.
