On 4 August 2011 Mark Duggan was a passenger in a minicab in Ferry Lane, Tottenham, when it was stopped by Metropolitan Police officers. He got out of the minicab and was then fatally shot. His death is seen as having led to the riots which broke out in the following days and which spread to other areas of London and to other cities. On 9 January 2013 His Honour Judge Cutler CBE was appointed to conduct the inquest into Mr Duggan’s death, which he will do with a jury. The purposes of the inquest are to ensure so far as possible: that the full facts surrounding his death are brought to light; that any culpable and discreditable conduct is exposed and brought to public notice; suspicion of deliberate wrongdoing, if unjustified, is allayed; dangerous practices and procedures, if discovered, are rectified; that Mr Duggan’s relatives and loved ones may at least have the satisfaction of knowing that lessons learned from his death may save the life of others. In these circumstances the central task of the inquest will be to scrutinise and determine whether the force used which led to Mr Duggan’s tragic death, was strictly proportionate to the aim of protecting persons against unlawful violence – i.e. was no more than absolutely necessary; and whether the police operation was planned and controlled so as to minimise, to the greatest extent possible, recourse to lethal force.
