I do not think he should be charged for that.

His charge should be for increasing his fans' delusion and mental torture and stating that they should dream of winning the title this season. Immense cruelty to people who have never won the premiership title...

 

I think Moyes 2013 is correct. Now that Liverpool look like they might be able to mount a credible challenge we'll be back to the good old days where they got away with murder and the FA will bend over backwards to let them win the title..
