I don't believe many players have the natural instinct to handball it in so I don't think handballs are intentional anyway (some are of course). But I believe in Spain they have a handball = yellow card rule which may sound odd but you don't see players with their arms all over the place to block crosses/shots. Might be wrong on that, don't watch much Spanish football but I remember seeing an El Classico where it happened and nobody questioned it.
