If it wasn't ready, then I imagine England/Britain would host it. Though, it will be in Brazil - these things always seem to work out, especially when there is such an immense political will.
Imagine the ensuing riots in Brazil if they lost it after all the **** the people have had to go through just to host it. The country would be the most dangerous place on earth since 9/8/1945
