O.K. Beth is the closest here. The St. Bernard is now no longer used in mountain rescue in Switzerland, but still has a revered status there. The Swiss had been exporting some of these animals for help with other countries rescue services. Some of these dogs appear to have found their way into Chinese breeding stations for use as food. The St. Bernard is seen as a culinary delicacy in China - whereby the animal is tortured before being killed, apparently to raise the quality of the meat. The assumption is that some animals had been bought from Switzerland under false premises. The Swiss government came under extreme pressure from animal rights groups within Switzerland to take action - and, being a government which actually listens to public opinion took the actions referred to in the question.
