John, here's the process,

1. Swans voted for their choice
2. Local mods send nominations to super-mod for review and set up. The local mods role is not to support or reject the nominations but merely to submit for super-mod review and action.
3. Super mod approve or reject based on the criteria set out by the site owner.

If you do not understand the above then let me know and I will try and explain in simpler terms.
