How do they judge on it being an error though? As its not if it results in a goal

Seems a bit over-analytical to me.
As you say, what qualifies it as an "error" if a goal doesn't come from it?
You could argue that we're really good at cleaning up errors so they don't lead to a goal, or is it suggesting that opponents' profligacy is the only reason they don't?

Seems like another "expert" with too much time on their hands.

i'd not mind but i read as far as:

no of errors 11, leading to goals 1.... man city has 9 errors, 6 goals.

now in any other mans language those are made up stats really.

its not errors its lack of concentration that mans players are not in good positions so i am sure that for example carzorla's goal was not down to an error but it was bad nonethe less.
